Karplyuk: “Bill №5655 is the final shot in the head of corruption in the construction industry”

All bills aimed at reforming the construction industry are going through a difficult path and in practice face many obstacles and criticisms. This is also the case with the draft law №5655 “On Amendments to Certain Legislative Acts of Ukraine Concerning the Reform of the Sphere of Urban Development Activity”, which should become the main chord of the urban planning reform. This opinion was expressed on his Facebook page by Volodymyr Karplyuk, Chairman of the Irpen Investment Council, CEO of Vavazhnykh and Molodist Investment Group.

All players in the construction market who have been working for more than 10 years remember the "entrances" and "exits" to the "back office" created next to DABI, remember the system in which even decent DABI employees could not influence for any decision, and the package of documents formed by the developer did not matter. We started talking to you only after "voluntary contributions". Bill №5655 will make any opaque mechanisms impossible. There will be a qualitatively new level that will accelerate and improve the implementation of public, municipal and private programs. That is why we can say that our joint work will prepare a really high-quality, balanced bill for the second reading, which will take into account the interests of the state, local governments, professionals and business, significantly change the urban planning sphere, create a powerful impetus for construction. " noted Vladimir Karplyuk.

"Any reform is, first of all, a break with the old system. And we all know how the old system can stand up. Urban reform in this sense is no exception: it would be strange if the old system so simply gave away such a "tasty piece". But it must be understood that the problems accumulated over many years in the field of urban planning cannot be solved by half-hearted solutions. There have already been many examples of positive changes: the introduction of new bodies, new procedures, but the system has not been broken, and corruption has simply been transformed and adjusted to new conditions. Now we have the opportunity, thanks to the adoption of a fundamentally new model proposed by the bill №5655, to make real changes for the market, "said Karplyuk.

In his opinion, the key principles proposed in the bill will allow us to finally get closer to the progressive world business practices. The market will work honestly and transparently through the digitalization of documents, and increased criminal and administrative liability for all participants in the construction process, including officials, will provide a high level of self-control, as prescribed "round" fines, which will go to local budgets. In addition, local governments will have the right to control buildings in their territories and, thus, will be able to prevent the emergence of defrauded investors, get rid of unfinished buildings, illegal buildings and other remnants caused by the previous system. "All this, of course, will have a positive impact on related industries," push "affordable mortgages, improve the investment climate," - said the CEO of the Investment Group "Molodist" and the Society "Brave".

According to him, the main thing that the construction market will receive is transparent conditions for its functioning with minimal state intervention in the design process, obtaining the right to perform construction work, acceptance of buildings into operation. At the same time, such deregulation imposes additional responsibilities on the participants in the process, so the draft of the new law will balance the rights and responsibilities of all parties, will allow everyone to work transparently in the manner prescribed by law.
